Fallback to cairo's original LCD filtering if freetype lacks the capacity

Here's an updated patch for mainline, applies directly to HEAD.
I've compile-tested it, and a derivative of the patch on a VirtualBoxed Ubuntu
Intrepid System. It works, but it's not HEAD.
If anyone finds any bugs, please let me know.
Now that classes are in remission and I'm no longer over-taxing myself, I'd
really like to get this issue resolved.
There's been some discussion from Carl on what he'd like to see, but nothing
really decided upon. If we could have a discussion and lay down what needs to
be done to get these Freetype filtering patches upstream, that'd be a step in
the right direction.
