In the test case, you take a landscape page, rotate it into a portrait
orientation and then proceed to draw on it as if it were still in landscape
configuration.

The two postscript examples display identically using GhostScript and match the
description above of the drawing being in the wrong orientation wrt the page,
and match the output of the test case.
