[cairo] windows metafile writing bug

Hi,

I've tried recently to port the fix to my code, which is to copypaste the _cairo_win32_printing_surface_init_language_pack () as it is in the last snapshot and call it right before creating the surface. That doesn't make any difference for some reason. Do I miss something?
