Well I haven't asked them directly, but did try digging through the 
autoconf archives for this.  People have certainly asked about the 
default CFLAGS many times but nothing has come of it in autoconf 
proper.  The FFTW guys have contributed their ax_cc_maxopt.m4 to the 
autoconf archive here:
