Are FP values always normalized in RAM? This one uses the slightly dirtier (and faster) method for<br>
_cairo_matrix_is_translate().<br>

It also replaces cairo_matrix_init_identity() with a straight copy from<br>
a global constant reference (it becomes a series of load/store-multiple<br>
instructions). This reduces it's substantial contribution to our<br>
profile by about half.<br>
