The documentation could be improved to state what happens by default, when
cairo_surface_set_fallback_resolution is not called.
 - is the default resolution 0.0 and fallback images are not drawn at all?
 - does each cairo backend set its own arbitrary default resolution?
 - does cairo set a consistent default resolution across all backends?
