I don't think so. What are you imagining could be done here?

The 1.2.2 release didn't support that image format. Later, when we added new
code to support that format, we made a new release, (1.6.0 was the first with
this support).

If that's the case, then I think you'll have to talk to whomever supplies you
cairo binaries to see if you can get a newer version. But how sad to be without
a compiler! I hope you find a more suitable environment soon.
