I did some testing with psfrag. Using the tag "abc". The PS output of this text
is:

<010203>Tj

if I change this to:

(abc)Tj

psfrag works.

So the solution here is for cairo to put ASCII text into a separate subset and
use an identity mapping between the character code and glyph index.
