That Requires vs Require.private thing would be way easier to fix in pkg-config
(by making pkg-config treat Requires the same as Requires.private on Interix).
Because every package that uses private requires will have that problem, and
the number of those packages is growing all the time (It's >80 on my system,
and >90 using Libs.private).
Also, I'm not a fan of keeping a list of weird linkers in every configure.ac.

Fwiw, something like alias pkg-config=pkg-config --static should be a quickfix
for the problem.

(And no idea about the lround thing).
