[Cairo] format for api docs

Precisely. It is definitely a goal of Cairo to have a small (mostly)
fixed API.

I've done some not-too-major documents in DocBook and I'm mostly happy
with it. It's also getting adopted fairly widely which is encouraging
in terms of long-term maintenance and stability.

One requirement for Cairo documentation is high-quality output on
multiple devices, (displays, printers, etc.). And from what I've seen,
DocBook is among the most promising systems for that.
