Yes, I certainly think we need to figure out how to generate resolution-
independent output for backends which cannot completely support the cairo 
graphics model.

The more I think about this, the more I am thinking that what we want is a
metafile format and external applications which convert that to the desired
final format.  I still don't see any significant benefit in integrating the
metaformat conversion routines directly into the main cairo library, and I 
certainly see advantages in doing it in external programs.
