Carl recently sent out a plan covering the next couple of releases:

We should have a 0.4 release soon, which will add support for win32. 
Other than that the public API hasn't changed but the backend API is 
quite different from 0.3.  After that the API shakeup changes will start 
to land in CVS, and the next snapshot will have a significantly 
different public API.  The backend API isn't expected to change much 
between 0.4 and this snapshot.
