[cairo] _cairo_win32_scaled_font_glyph_path() implementation progress

I've gotten glyph to path conversion working for win32.  It passes
some basic testing, but as I'm not familiar with the coordinate
systems used by the cairo win32 font code, I'd appreciate someone else
looking it over.
