[cairo] Update of Quartz backend

The following two files get the quartz backend working again for
cairo-0.4.0.  The surface code is pretty much identical to the one in
0.3.0 modulo backend api changes, while the atsui font code has been
corrected in a number of ways.  Both are still far from ideal, but
something is better than the current uncompilable state.
