That page is definitely the right place to look, and it's basically
what we have in terms of documentation for building cairo on win32.

I am quite surprised that that page doesn't mention use cairo's
"native" build system which apparently just works with MingW or cygwin
builds of gcc rather than MSVC.

I know there are people on this list that have more experience with
building cairo on win32 than is reflected on that web page. It would
be great if such people could update that page as it looks like there
is some stale information there, (for example, what's the "not in cvs
yet" comment on the first line?).

I have nothing to suggest here.

Cairo definitely get the greatest amount of active development and
testing on Linux-based platforms. I'm hopeful that interested parties
will contribute some testing infrastructure if they wish other
platforms to become as well supported (see http://cairographics.org/ROADMAP).
