[cairo] PKG_CONFIG undefined during checking for 'cairo's PNG
backend', whilst 'checking for pkg-config' looks good.

Apparently 0.18 is broken, so 0.19 is the earliest one can depend on
(and it's already year old so not the bleeding edge anyway...)
