[cairo] check-headers.sh not working on OS X

I don't see how this can fix it unless the awk version on your system
being really ancient.  Anyway, I pushed a change that should fix it.
Basically:'

-/-cairo_public\>/ {public=1;}
+/-cairo_public[        ]/ {public=1;}

Better style, maybe.  More portable, no.  And we really only expect
space or tab there, not any other blank char.
