[cairo] Success with Cairo on Win9x

Without giving any other input to this discussion (I'm not familiar
enough with the font stuff to comment ;), Tor Lillqvist has  a
fontconfig package on his win32 port page:

Though, as he notes, it's used only by Pango's FreeType 2 backend and GIMP.
