[cairo] Ownership of Win32 component in bugzilla

The default assignee for bugs in the win32 component in bugzilla is
still me; while I'm still interested in win32 cairo bugs, I'm not
the right owner for them, since I'm not doing active
development work on cairo, haven't figured out git yet, etc.

I would suggest that the best setup is usually to make the default
assignee some sort of /dev/null email address
(cairo-win32-maint at cairographics.org say) and let people who are
interested watch that address.
