Starting with version 2.13, ikiwiki's inline plugin supports a new
"timeformat" attribute, which makes it easy to get the desired date
formats. I am just waiting for ikiwiki 2.14 or higher to be installed
on cairographics.org.

Two local changes are not yet available through upstream features:
- Put wiki user into git's author field. <http://bugs.debian.org/451023>
- Move feedlinks below inlined content. <http://bugs.debian.org/451376>

With regard to setting the correct umask for ikiwiki: There is a new
"wrappergroup" option available since ikiwiki 2.13. Version 2.15 will
have a "umask" option, but I'm not sure that this will affect the wrapper.
If all of this is not enough, a solution outside of ikiwiki might be mod_umask:
