[cairo] API to set PostScript Language Level

It certainly wouldn't hurt.

Shall we just default to the latest supported version? It seems like
that should handle most concerns. (If an application wants to limit
itself to a particular version, then it makes sense that it should
have to make a function call to get that behavior.)
