[cairo] cairo-tf package?

The only thing that would come close to "cairo-tf" would be cairo-ft,
the freetype font backend. "cairo-tf" is most likely a typo
somewhere...

The freetype backend is a compile time option, so if you have prebuilt
packages it might be built without it.
