The Makefile.win32 files were missing from the tar files. I've fixed
this so that those files will now appear in future snapshots and
releases.

Meanwhile, I agree that we need more information in the INSTALL file
to explain these. Perhaps someone would like to take the
win32-specific text that was recently added here:

	http://cairographics.org/download/

And move that to the INSTALL file instead?

PS. Well, it could live on the web too, but probably better somewhere
like /win32 rather than /download .
