[cairo] infinite loop when CAIRO_FIXED_FRAC_BITS is 8

Never mind.

I was actually running against the wrong version of cairo. With a
correct test environment I'm able to replicate the test just fine.

So once again we've got a pen that's compressed to a line. Why do I
feel like we've fixed this same bug a half-dozen times already?

Anyway, I think I'll have a fix soon.
