[cairo] cairo 1.6.4 build fails on Mac OS X 10.3.9

A MacPorts user reported that cairo 1.6.4 doesn't build on Mac OS X  
10.3.9:

I can confirm this on a Power Mac G4 with Mac OS X 10.3.9 and Xcode  
1.5 (gcc 3.3). The MacPorts cairo port is using these configure options:

     --disable-glitz \
     --disable-xcb \
     --enable-freetype \
     --enable-pdf \
     --enable-png \
     --enable-ps \
     --enable-quartz \
     --enable-quartz-font \
     --enable-quartz-image \
     --enable-svg \
     --enable-xlib \
     --enable-xlib-xrender \
     --with-x

The error is:

In file included from cairo-quartz-surface.c:39:
cairo-quartz-private.h:92: error: parse error before  
"CGDataProviderReleaseDataCallback"

Should cairo compile on Mac OS X 10.3.9? Do some or all of the quartz  
backends require newer Mac OS X?
