[cairo] meta surface debugging tool

As part of debugging a bug, I ended up writing some code to dump a  
meta surface to C code that could be directly pasted into a test.   
It's far from complete, basically only handling what I needed at the  
time, but it's probably a decent start if someone wanted to pursue  
this further (needs to be moved into a separate file and the like,  
though).  Maybe cleaning this up and implementing the missing bits  
would be a good summer of code project?
