[cairo] Win32 builds

I had sent a similar patch for pixman's win32 makefile on 04/14, but it
seems it wasn't pushed in. It has a couple more lines to 'make clean' too.

I recently tried to build cairo and pixman on windows but found that their
win32 Makefiles didn't work in my msys environment. Attached are my changes
to to win32 makefiles.
