Yes, and this seems to be picking up now.

The fork is picking up from AGG 2.4 which was liberally licensed. The
only thing that wasn't was a copy of GPC included, (and optionally
compiled into aGG). The GPC license isn't "DFSG free" since, (if I
recall correctly it has field-of-use restrictions).
In the talk of the "new" AGG development, there has been a proposal to
even drop GPC to make it a pure, liberally-licensed implementation.
