It turns out that my problem is even MORE similar to a Firefox bug
(https://bugzilla.mozilla.org/show_bug.cgi?id=445087), which was
ultimately resolved by adding some 'slop' around the nominal 'black'
area returned by GDI.  (See
https://bug445087.bugzilla.mozilla.org/attachment.cgi?id=362706).

I can confirm that this resolves my problem as well, and would like to
request that this be incorporated into the next revision of Cairo.
