[cairo] [PATCH] A set of NEON blitters for Pixman.

As promised, here are some more patches to consider.  These introduce
three new blitters (one of which replaces another of Ian's, but is about
twice as fast), turn on RVCT support for one of the others as a
side-effect, and also make a stab at correcting the configure script.
