forgot to specify perl PATH:
#scons --site-dir=where_your_site_init_py_is PREFIX=your_prefix
DEBUG=1 PERL=C:\Perl\bin\perl.exe

I just assumed that perl was installed in the default directory, in
which case it could be left over.
