[cairo] [PATCH] Change CFLAGS order for PPC and ARM configure tests in pixman

Hi,

This can prevent some build failures. Maybe it makes sense for 0.16.2

For 0.16.2 update, ARM still needs a fix for thumb-2 build:

Either with the patch proposed by Adrian or with
http://bugs.freedesktop.org/attachment.cgi?id=29109

Koen, you also wanted to submit some ARM build system tweaks. Do you
think it is feasible for 0.16.2 timeframe?
