Flash-lite is the option for ARM9, assuming the limitations are acceptable.

Without an operating system - is going to be tough, given the dependencies. Try a light-weight, supported OS - as in the choices in below link ...

No operating system!?

If anybody has such a beast, its implementation details most probably
are very much a trade secret, and they certainly aren't going to
describe it in detail on a public mailing list.
