[cairo] [Cairo] Building cairo for OpenVG backend

Thnx a lot Luke. I was able to build cairo with OpenVG backend.
Infact i was able to  run the sample app in the target :D..

 But one doubt..
 The CPU is not at all used in the rendering process??? Not even once??
