Oh, I've got it -- you must be referring to these %XX sequences. OK,
it must be easy to extend the encoding function to handle this.
What worked for me is plain UTF-8 filenames (Russian text) in the SVG
file on Ubuntu 9.10 with Inkscape and rsvg-view.
