Yes, that's what I said.

We don't live in an ideal world, though. Especially not those who
program on Windows;)

Yeah but cairo itself surely doesn't maipulate filenames and display
them to the user? It's higher level code that calls cairo that needs
to make sure text passed to it is in UTF-8.
