[cairo] old win32 bug: drawing partial window content

I too also have this problem. Started when I went from borland 2009 to XE
and updated to latest cairo. Never occured to me that the problem could be
with cairo, just thought something had changed with builder. Saw there was a
patch but have no idea how to aplly it.
