Virtually all vector-illustration programs include Bezier splines as a
drawing tool.  They are normally manipulated the same was as Cairo
expects - two endpoints and two control handles.

Inkscape is FOSS - I suggest giving that a try, just to familiarise
yourself with the fundamental concepts.  (It also uses Cairo itself.)
