[cairo] drawing shapes

Hi,
i have a house plan project am currently doing in python and want the usaer to be able to draw shapes which can later be editable(moved; size,color,style changable ).
 i have tried this with pygoocanvas, but when when ever the my drawing's starting point overlaps another(or on a filled rectangle shape for example), all the events are never triggered on the other shapes except for the overlapped shape.
how can i do this.( like in office packages where one can draw a shape, even on/in another but still be able to edit it).
any help will be very welcome
