[cairo] [PATCH 0/3] Update packaging doc files

Update NEWS with latest changes, and some improve dependency
documentation in README.

I also added people to AUTHORS who contributed at least several patches
this release cycle.  I'm sure this misses tons of other people who
should be listed here - just ping me, or send a patch!
