[cairo] Downsampling bitmaps from RSVG quality

Thanks so much for the quick reply.

Here is the difference, on the left is generated by Cairo/RSVG, on the
right generated by Affinity Designer PNG export.

As you can see, there is significant aliasing on the left image.
