If upstreams would always handle them in due time.

This would also require maintenance branches for all the various
versions that distros out there are running. You can't just expect
everybody to ship the recent master. Distros usually need some stable
release point to start with and then do a lot of testing.

Of course, it would be better if all upstreams would do that, so
distros wouldn't ever have to patch anything, but obviously that's
not the case.
