 Thank you very much. Lawrence, the PostScript documentation helped.

 P11=S(1/3, 2/3)
 P12=S(2/3, 2/3)
 P21=S(1/3, 1/3)
 P22=S(2/3, 1/3)

The cairo documentation shows the right placement. Maybe? I looked again and it looks like the P's are positioned in quarters. Have the code working now.
