[cairo] ANN: pycairo release 1.12.0 now available

Most changes were focused on reducing the differences between pycairo and
cairocffi. No new C API/ABI was added.

This release adds 26 new methods, various new constants, a cairo.Error.status
attribute, component attributes for cairo.Matrix, implements
cairo.FontOptions.__eq__ and __ne__, fixes some crashes and the codebase is
now C90 compatible.

Pycairo 1.12.0 requires cairo 1.12.
