[cairo] Shouldn't Cairo use/offer degrees rather than radians?

Arcs are (for several reasons, and PS/PDF does the same) dissected
into splines. cairo-arc.c describes the method and references some
papers. With some internal calls (_cairo etc) you can even ask how
many segments, what tolerance etc.
