This is making them work the *same* on both systems. On other systems
it is possible to pass a string that represents each and every
possible filename. This is a fix for Windows so the same ability is
available (almost, see below about surrogate halves). Without this
change it is impossible to write a Cairo program that can write to an
arbitrary filename provided by the user.

This will only break an existing call if the string contains bytes
with the high bit set (ie it is not ASCII only), this will either
produce an error or produce a different filename. I proposed a change
so that it never produces an error, and only in 1/15 of the cases (if
the bytes are completely random, the chances are far lower for real
text in extended ASCII) does it produce a different filename.

I propose this patch be used exactly as is, to avoid cluttering up
Cairo with UTF-8 decoding functions. The provided Windows library
translators are flawed but only for esoteric cases.

A translator that translates the first byte of an invalid UTF-8
encoding to the correct Unicode from the current code page and then
continues with the next byte would enable back-compatibility for
probably every use where the current patch fails at it. If this
translator also converted the UTF-8 encodings of surrogate halves it
would remove a technical flaw in that the current one cannot actually
produce all possible Windows filenames (since the Windows filesystem
allows all 16-bit strings including unpaired UTF-16 surrogate halves).

A translator that attempted to detect if the filename was not UTF-8 by
seeing if it contains an invalid sequence is IMHO not better, as it
will produce different results for different substrings, and not deal
with the common mistake where non-UTF-8 and UTF-8 are appended.
Translators that require special patterns (ie the BOM) to think the
name is UTF-8 are absolutely out, do not even consider it! Also reject
any translator that takes an extra argument or where there is a "mode"
to turn it on/off. All you have done is put the burden of detection on
the caller, and added API that does nothing on non-Windows, you have
not fixed anything.

These are arrays of bytes and shorts. Stop thinking they have magic
properties because they are "text". Programmers should be using group
theory and pattern recognition, not the Unicode standard, to figure
this out. The #1 criteria is that all possible results be allowed. #2
is that the translation be invertable as much as possible (it is
unfortunatly not possible to do this perfectly with any translation
that matches the popular methods of storing Unicode, but you can blame
that on the idiot savants that designed Unicode and the morons at
Microsoft (at at Sun and many other companies) that though changing
text to 16-bit units was an improvement).
