[cairo] Please label development snapshot tarballs as such in their names

For example, |cairo-1.17.2.tar.xz is a development snapshot but this 
isn't obvious from its name.|

|I suggest that in the future you name them with a suffix "-devel", so 
that |||cairo-1.17.2.tar.xz would have been 
|||||cairo-devel.1.17.2.tar.xz|||

|||I accidentally updated the FreeBSD port from the release 1,16.0 to 
1.17.2 because it wasn't immediately obvious that 1.17.2 isn't a new 
release from its name.|||
