[cairo] Please label development snapshot tarballs as such in their names

Maybe you can just move the tarball |cairo-1.17.2.tar.xz into the 
releases/ area so that everybody can update. Currently may systems are 
holding out because this is a development snapshot, see 
https://repology.org/project/cairo/versions|
