Two out of three name servers for cairographics.org are being wonky?

Hello,
I don't really know anything about DNS, but I did notice some funny informational messages when trying to access cairographics.org and would like to bring it to your attention.
It looks like there are three name servers: ns.cairographics.org, ns2.cairographics.org, and ns3.cairographics.org. Requests to ns3.cairographics.org are timing out, and ns2.cairographics.org seems to be sending out REFUSED replies indicating that the request is prohibited as specified by https://datatracker.ietf.org/doc/html/rfc8914#section-4.19
Only ns.cairographics.org seems to be working. Is this normal, or am I being a silly goose 🪿?
