Just a note for anyone reading this later: the commands you need were

# log in to annarchy
> ssh people.freedesktop.org
# ...etc... then:
annarchy> git clone --bare -l -s /git/cairo
annarchy> touch cairo/git-daemon-export-ok
# now provide a meaningful description for gitweb
annarchy> echo "A description of the repository" > cairo/description
